军事研究是如何走进日常生活的?
(单词翻译:双击或拖选)
How Military Research Finds Its Way to Everyday Life&军事研究是如何走进日常生活的?
WASHINGTON&
Sometimes simple scientific advances in one field can have value far beyond their intended use. Many of these advances can change the world and possibly help solve our biggest problems. One example is 75-years-old this year and was made at the
of the World War II.
Many people around the world use a microwave oven every day, not knowing that a crucial part of it was once a top military secret.
In 1940, the situation in Europe was desperate. German forces were preparing for the invasion of Britain while U-boats were decimating the
bringing supplies from the United States.
In September of that year, a high-level British scientific
traveled to the U.S. to ask for help in manufacturing several secret inventions, including a revolutionary vacuum tube that could create microwave , essential for building more efficient .
According to Larry Schuette of the U.S. Office of
Research, the result was a revolutionary breakthrough.
&The advantage of microwave , which allowed the use of parabolic
that we see today, fundamentally changed radar from the lower frequencies and all the advantages that going to the higher frequency provided,& Schuette said.
A new tube called cavity magnetron enabled radar operators to distinguish between individual aircraft as well as submerged submarines,
to change the military situation.
But just as it changed the course of the war, the magnetron soon changed the course of cooking around the world, becoming the primary
of today's microwave oven.
A group of British, American and Canadian civil and military scientists recently gathered in Washington to
the mission that brought military secrets to the U.S. They reconfirmed their commitment to cooperation in search for new technologies with potential application to everyday life.
Rear Admiral Mathias Winter, Chief of Naval Research, said that scientists are
in many areas, often just to improve efficiency.
&We&re also working in the photonics and high energy, energy
and directed energy research areas, not only for weapons but for energy storage, energy engagement for our ships, for our shore facilities, to bring ourselves to a more efficient footprint.&
Hopefully, one of those inventions will change the course of global warming, the same way the cavity magnetron impacted the course of World War II.

Final US Congressional Approval Expected for Ukraine Aid
As Russian forces mass along Ukraine&s southern and eastern borders, the U.S. House of Representatives is preparing to give Congress& final approval to $1 billion in loan guarantees for Ukraine and economic penalties against Russian officials. House Speaker John Boehner spoke about the urgency of the effort.
&Our goal is to work together and to get this bill done as quickly as possible,& said Boehner.
Debate in both houses of Congress has featured some of the fiercest rhetoric aimed at Russia since the Cold War. Republican Senator John McCain compared Russia's territorial expansion under President Vladimir Putin to that of Germany under Adolph Hitler.
&It is obvious, with his troops massed on the borders of eastern Ukraine, [President Putin] is contemplating further action. Whether he does so or not, I am not sure. But I think his calculation has got to do with the cost-benefit ratio of further aggression against a sovereign nation,& said McCain.
Although it has taken lawmakers several weeks to settle on exact measures to back Kyiv and punish Moscow, their desire to act was never in doubt. Democratic Senator Robert Menendez said this is not a time to stand by idly.
&The world is watching, and the world's superpower cannot be seen as incapable of rising to Russia's challenge,& said Menendez.
Russia has both condemned and downplayed the significance of international sanctions. While pursuing a diplomatic track to contain the crisis, the Obama administration says Moscow must pay a price for its actions.
&The sanctions that the United States and the European Union have imposed will continue to grow if Russia does not change course. But as I said&, we are continually hopeful that Russia wants to walk through the door of diplomacy and works with all of us to try to resolve this issue in a peaceful way,& said Obama after meeting with European leader in Brussels last week.
But Russia rejects calls for Crimea to be returned to Ukraine. Russia&s ambassador in Washington, Sergey Kislyak. Speaking on ABC&s This Week, he declared that &Crimea is part of the Russian Federation.&
Asked if Russia will seize more Ukrainian territory, the ambassador said, &We are not planning to.

The annual exercises mobilize around 10,000 South Korean and 8,000 U.S. troops to conduct land, sea and air maneuvers. They also utilize computer-simulated conflict scenarios that involve responding to attacks and incursions from the North.
U.S. Rear Admiral Lisa Franchetti said these are defensive drills only, designed to enhance U.S. and South Korean operational proficiency.
&Our goal is to be able to work together to deter any type of activity by North Korea and if necessary to defend the Republic of Korea,& said Franchetti.
Pyongyang has protested these drills as provocative rehearsals for a possible invasion. In response North Korea, as it had during past drills, conducted missile launches on two occasions.
While these exercises may increase tensions in the region, Daniel Pinkston, a North Korea analyst with the International Crisis Group, said they actually keep the peace by projecting military strength.
&The instrument for resolving political disputes both internally in Pyongyang and externally is force. So if they see a weakness they will exploit that weakness,& said Pinkston.
Still there is always the possibility that something unexpected could trigger armed conflict when opposing armies are practicing for war. Pinkston said he is most concerned that North Korean operational commanders, who have been conditioned to believe the United States and South Korea are planning to invade the North, may misread the intent of the joint maneuvers.
&Or [there&s a possibility] it&s interpreted incorrectly, or there is a local commander who is over zealous and sees an opportunity to respond and shoot down an aircraft after firing at ships, or something like that, that&s what I&m most worried about,& said Pinkston.
What did not spark a wider conflict this year was the recent attack on the U.S. ambassador in Seoul by a South Korean radical nationalist. The ambassador was not seriously hurt and the lone assailant is not believed to be connected to North Korea, even though Pyongyang called the attack a just punishment.
That attack seemed to only increase South Korean support for the strong military alliance between Washington and Seoul.
