里海是世界上最大的内流湖泊，位于亚洲西部，里海的面积大约有39万平方千米，也是全世界唯一一个长度超越1,000公里的湖泊，加上它的水也是咸的，还拥有和海洋相似的生态系统。比如明明是内陆湖的里海居然有海报，所以很多人觉得里海应该属于海，但是里海如果是海，那为何又不与任何海洋相连接，只是一个面积很大的内陆湖泊呢？对此老美却表示里海就是海，这究竟是为什么呢？
其实虽然今天的里海是一个内陆湖，但它在很久以前，确实曾是一个真正的海，它与地中海黑海都属于古地中海，不过在距今约1万年前，因为地球板块移动，里海与黑海分离变成内陆湖，不过里海是有出海通道的，今天的里海，依然可以通过俄罗斯的伏尔加河和顿河，通过亚速海等一直向西流向大西洋，所以说里海前身就是海洋，所以有人将之称为海也并不奇怪。但是老美称里海是海洋，可不仅仅是地理上的争议那么简单，因为内陆湖和海洋的管理办法是不相同的。
所以离海是湖还是海的定义，就显得尤为特殊。我们都知道，里海是世界上重要的战略要冲和能源巨库，同时也是亚欧大陆分界线。早在苏联时期，苏联就发现这片水域的巨大价值。里海拥有丰富的自然资源，其中包括储存量丰富的石油资源和天然气资源，巨大的资源代表巨大的利益，巨大的利益也引起了众多觊觎之心。
因为里海丰富的资源，这就导致与里海接壤的国家，对于里海是海还是湖的争论一直不断。里海与俄罗斯伊朗哈萨克斯坦，土库曼斯坦和阿塞拜疆接壤，是世界上接壤国家最多的内陆湖，由于俄罗斯和伊朗比较强悍，他们将里海定性为内陆湖泊。因此现实中里海基本是由俄罗斯和伊朗两个国家管理，所以同样与里海接壤的阿塞拜疆就不同意将里海划分为内陆湖，而认为里海是海洋。这样按照国际公约，阿塞拜疆在里海就会拥有临海和专属经济区，自己也可以利用里海丰富的资源，吸引技术和投资，也能联合开发里海的自然资源，而剩下的两个国家，土库曼斯坦是永久中立国，在这件事上也不参与。
哈萨克斯坦在国家发展上有赖于俄罗斯，所以也没有明确表示里海的定性。其实从上面描述中，我们就大概能够知道，老美为什么会将里海定性为海洋。除了地理上的概念，更深层次的是关乎未来发展问题，如果里海一旦被定性为海洋，那么超过里海接壤国家领海的部分，就会被视为公海，而公海内的资源，是属于世界上所有国家的，届时其他国家自然也会拥有对里海的开发权。那么老美作为一个域外国家，自然也能分得一杯羹，面对那么大一块蛋糕。
老美实在没有办法说里海不是海，不过关于李海的争论，在2018年就大概有了定论，李海周围5个国家签订了条约，条约虽然没有明确规定里海是湖还是海，但是却对李海的利益进行了非常详细的划分，同时规定对中间湖泊区域，5个国家也有共同开发的权利，但是绝不允许其他以外的国家介入。其实世界上还有许多像里海一样，难以定义的山川湖泊，位于阿根廷和乌拉圭交界处的巴拉那河就是其中之一，这条河长度与宽度均为290公里。
从理论上看，这个长度完全达到河流的长度定义，并且淡水量也构成河流的形态，但因为它的位置刚好处于入海口，很多专家也认为它是一个海湾，因此，对于巴拉那河到底是海洋还是河流，至今仍是争议不断，各行各业的专家各执一词。其实无论是里海还是巴拉那河，只要能为人类发展带来资源和便利，那么对于他的定义，反而就显得没那么重要了。不知道对于里海定性问题，大家是怎么看的呢？返回搜狐，查看更多
